login page message in SAP ( SE61 ) with icon from ( SA38 )

Go to transaction code SE61


 

Set settings which is shown in above screen

Then click on create button to create one. It results in a blank screen as shown in below screen  their you can enter login page message which will appear where you put your login ID and password
